These are a requirement for the 35W HID lamps. There are more recent 25W ones that don't need auto levelling but they are not as bright and still need washers. If no go, then you could try playing a heat gun or hairdryer over the immo internals, retry the battery off then on again. If still no go, then check the ECU has power to it via the relay.
