Remove the two torx screws. Next remove the torx screws from under the back of the bumper. Then pry the cover off starting from each wheel well. At a very rough estimate I seem to be getting about 6000 miles to 10 Litres of Adblue My Focus estate 2.0L holds over 10 litres of Adblue. Only filled twice in 12K miles. Both times I refilled it when I had about 500 miles left. Managed to pour a full 10Lts in without any problem.

It looks as if the level sensor in the AdBlue tank did not recognise the fill-up. The problem is quite common with the AdBlue systems of all vehicle manufacturers. You yourself have done everything that can be done. A garage must try to reinitialise the AdBlue system using a diagnostic tester. This will force the level sensor to reset the level.
