STEAM doesn't alter Windows. STEAM doesn't even have to be running. When you Rclick on a file (in this case the shortcut for FC)there will be a "Properties" line at the bottom. Clic Booted in safe mode with Networking to launch the game (which it did launch in) and then reboot back into normal but had no luck (this was per a previous discussion thread).
